Within the humanitarian sector, there has been an emphasis recently on greater inclusion and accountability to affected populations, but the implementation of this is complex and open to a variety of approaches and interpretations. Agencies within the Disasters Emergency Committee (DEC)are at the forefront of developing inclusion, accountability and transparency (IAT), both in operational terms and in humanitarian policy.
